cost- this depends on where, how big, and how intricate (pertaining to colors and design). private/hard to get to areas, big, complicated designs cost more and prices vary from shop to shop, artist to artist.
pain- this really depends on your pain tolerance. places with more nerves/closer to bone are going to hurt more than fleshy areas. all of the places that you have picked out are generally higher on the pain list than say the fleshy part of your arm. my guess; the wrist/shoulder blade will prolly be the least painful with ribs/lip/foot being the most.
fading- the foot usually fades pretty badly, but i have no clue on the lip. check with your artist.
as for class- different people have different ideas of what's classy. make sure that your definition matches that of your artist (or at least they understand what you're looking for). tattoos with meanings and stories behind them generally go together better than random pieces with no story or background. also going to the same artist/getting them in the same style will help in making a cohesive "look" if you will.

I want to get the word "passion" tattood near my private area (I'm a girl), maybe like right beside the "v" part and under the pelvis

i think passion in cursive would look pretty. unless you or your boyfriend are chinese, i would just get it in english. but get whatever you like better, its going to be on your body :)
