my girl has 3 star tattoos as you descibe. It means they are bi-sexual and comes from the time when emperor nasi goreng ruled china. whenever a woman was caught in another womans bed, they were tattooed this way for public humiliation.

what does a mark of a lip tattooed in a guys or girls neck mean

it depends on the person cause everyone gets tattoos for deferent reasons. but it mostly means

-The lips on the neck means that The person is either mad at life, and in other situations it represents the 1967 band Get a money shot.

-The majority of Hispanic Gang members claimed the "Red Lips" were symbolizing their girlfriend's/Wife's last kiss before the Gang member goes away (is incarcerated).

However, two Gang members alleged the "Red Lips" represented the "Kiss of Death" which meant the gang member who has the tattoo has committed a murder.
